Kane Diagnostics is a civic infrastructure project. It is not a law firm. It is not a regulator. It is not a platform. It is not an advocacy organization.

||||
|
||||
It is a structured, public, standing-verified diagnostic record for HOA governance conditions in Illinois — built to serve the homeowner who has no institutional support, and the attorney who needs a structured record to litigate on their behalf.

||||
|
||||
Every record in this system is submitted under verified HOA_MEMBER standing. Every record is public. No record can be sealed by settlement. No record can be removed by the association.

## Why This Exists
|
||||
|
||||
In Illinois, a homeowner in dispute with their HOA faces a system designed to exhaust them.
|
||||
|
||||
The association has a law firm on retainer. The homeowner pays for that retainer through their assessments — and then pays again to hire their own attorney. The association controls the records. The association controls the meeting agenda. The association controls the financial ledger. The association controls the timing of notices. The association controls whether elections are held.
|
||||
|
||||
The homeowner has one instrument: the vote. And the vote only works when homeowners can communicate, compare notes, and act together.
|
||||
|
||||
Kane Diagnostics exists to make that possible — by creating a structured, public, standing-verified record of conditions that individual homeowners experience in isolation but that follow documented, recurring patterns.

## Who This Serves
|

||||
**Homeowners** — who need to understand the structural conditions of their association before they can describe what is happening to them.

||||

**Attorneys** — who need a structured diagnostic record to evaluate whether a homeowner's situation has a viable legal basis, and who need the case law organized from the homeowner's perspective rather than the association's.

||||
|
||||
**The public record** — which needs documented patterns of governance failure that no settlement agreement can erase.

||||

## What This Is Not
|
||||
|
||||
It is not legal advice. No document in this repository constitutes legal advice. No submission to the diagnostic system creates an attorney-client relationship.
|
||||
|
||||
It is not a substitute for an attorney. The diagnostic record is the instrument that makes retaining an attorney more effective — not a replacement for one.
|
||||
|
||||
It is not in conflict with CAI. The Community Associations Institute serves the association management community. Kane Diagnostics serves the homeowner. Both reference the same case law. The lens is different.

## The Public Record
|
||||
|
||||
The diagnostic record is public by design.
|
||||
|
||||
An attorney evaluating whether to take a homeowner's case does not need to contact anyone. The record is here. The standing verification is documented. The case law is organized by diagnostic category. The vital signs of the association are searchable.

||||
|
||||
The Gitea instance at `caselaw.diagnostics.kane-il.us` holds the POSIX logical path mappings and IPFS CID records for all pinned diagnostic submissions. That instance is public. The attestation records are public. The methodology is public.

||||

||||
Nothing in this system is hidden from the people it is designed to help.
